The TOGETHER NORTH JERSEY Project Team is preparing 12 topic reports for each of the core elements and topics to be addressed in the Regional Plan for Sustainable Development (RPSD). The purpose of these topic reports is to inform the development of the RPSD and ensure a thorough and enduring product. Each Topic Report will include discussion of existing conditions, patterns and trends, assets, and resources relevant to the topic under study. Each report will also consider the current planning and policy context relevant to implementation as well as assess the condition of infrastructure relevant to the subject topic.
Each topic report will assess and then make recommendations regarding potentially relevant performance metrics that can be used to measure progress toward achieving sustainability goals relevant to the subject topic. This will include an assessment of the availability and geography specificity of data sources, the accuracy of analytical methods used to measure and monitor selected metrics, and the timeliness and cost of tracking specific metrics to measure progress toward achieving desired long-term outcomes.
Each topic report will follow the same general outline, including the following sections:
- Existing Conditions and Trends
- Planning, Policy and Implementation Context
- Desired Long Term Outcomes
- Measuring Progress
The key function of the topic reports is to inform the development of the RPSD. Every effort will be made to create a framework that will build a culture of performance measurement that can guide plan implementation long after the RPSD is adopted. Once all the topic reports are prepared, Rutgers-Bloustein with the support and input of the topic report preparers will synthesize the research and findings presented in the individual topic reports and prepare a Baseline Assessment Synthesis Report. This Report will summarize the analysis of existing conditions, the challenges and opportunities for achieving a transit centric vision and other desired long-term outcomes, and provide an evaluation of potential performance metrics.
