The Regional Fair Housing and Equity Assessment (FHEA) includes an identification of “Communities of Concern”—places in the Together North Jersey (TNJ) region that are home to high concentrations of minority, low-income and other disadvantaged populations. Communities of Concern are identified using neighborhood-level data (i.e., Census block groups or tracts). For each indicator, the neighborhood-level composition is compared to a TNJ regional threshold and places that equal or exceed that threshold are flagged for further review. Ultimately, places with the following characteristics are classified as a Community of Concern:

  1. Minority concentration equal to or exceeding the regional threshold; or
  2. Low-Income concentration equal to or exceeding the regional threshold; or
  3. Two or more Other Indicators of Disadvantage equal to or exceed the regional threshold
    • Female Head of Household with Children
    • Persons with Limited English Proficiency
    • Carless Households
    • Elderly Populations (75 years and over)

The report also identifies Other Populations of Interest including Persons with Disabilities, Persons with a Physical Disability, Non-Hispanic minorities, Hispanic populations, and Families in Poverty with Children.  These indicators are excluded from the Communities of Concern overlay either due to data timeliness (e.g., Persons with Disabilities) or to avoid double-counting with other indicators.
